
This post has been triggered by a reader’s comment on last week’s post on Facebook: “Amazing the number of people that think the copper-based POTS system will be around forever. Have SURE and MLAs noted that BT are phasing out in the UK and new phones are all VOIP?”
Much of the current discussion about the future of telecommunications in the Falkland Islands is understandably focused on what happens after the present arrangements end in December 2027. But alongside questions about competition, regulation, and Sure’s future role sits a much more physical problem.
Stanley’s fixed broadband still relies heavily on ADSL2 technology over the old copper telephone network, with speeds currently limited to around 15 Mbit/s. That same ageing infrastructure also supports the traditional Plain Old Telephony System (POTS) fixed telephone service. The issue is therefore considerably bigger than whether Stanley should have faster broadband. Continuing to postpone replacement has many consequences.
1. The Existing Network Will Become Progressively Harder to Maintain
Ageing telecommunications networks do not suddenly stop working. Their decline is gradual.
Copper cables and joints corrode and deteriorate over time. Electronic equipment becomes obsolete. Manufacturers eventually stop supporting older products, spare parts become more difficult to obtain, software updates end, and the specialist knowledge required to maintain legacy equipment becomes less readily available.
Worldwide, telecommunications operators are retiring both copper broadband networks and traditional circuit-switched telephone systems. Broadband is moving towards fibre, while conventional telephone services are increasingly being replaced by Voice over IP (VoIP) running over modern IP networks. Stanley really cannot realistically expect to remain outside that transition indefinitely. The important question, then, is not whether the existing network still works today. Of course it does. The question is how long it can be maintained reliably and economically, and what will replace it.
2. Replacing POTS Will Require More Than a Broadband Upgrade
Stanley’s ageing POTS telephone service will also have to be replaced. But moving from traditional copper telephone lines to a modern fibre and VoIP network is not simply about providing faster broadband.
Traditional POTS telephones have an important characteristic: they can keep working during a household power cut because the telephone exchange supplies power. A VoIP telephone normally depends upon powered equipment in the home, including the fibre termination equipment and router. Without backup power, the telephone may stop working when the electricity fails.
That does not argue against replacing POTS — modern telecoms networks worldwide are doing exactly that. But it does mean the transition needs planning, particularly for emergency calling, vulnerable users, and households that may depend on a fixed telephone during a power failure.
The question is therefore not simply when Stanley’s old copper network should be replaced, but what resilience should be designed into whatever replaces it?
3. Stanley Could Become Increasingly Dependent on Starlink
Starlink has transformed the broadband market in the Falklands, giving Stanley households access to substantially faster broadband with unlimited data. That is overwhelmingly positive for consumers. But an unintended consequence is possible.
As customers migrate from fixed broadband to Starlink, and increasingly use mobile services or VoIP for telephony, fewer subscribers remain to support Stanley’s ageing terrestrial network. That could create a vicious circle: fewer customers → weaker economics → less investment → a less competitive fixed service → still fewer customers.
The danger is not that Starlink succeeds, or that people increasingly use mobile phones instead of landlines. The danger is that these changes make it seem easier to postpone investment in Stanley’s terrestrial network altogether.
Starlink and mobile services should both be important parts of the Falklands’ telecommunications future. But neither should become a reason to let Stanley’s terrestrial fixed network decline by default, rather than making a deliberate decision about its future.
4. Starlink D2D Is Not a Replacement for Stanley’s Telephone Network
I discussed Direct-to-Device (D2D) in my last post. It is also important not to confuse Starlink’s emerging D2D technology with a possible replacement for Stanley’s existing telephone network.
D2D could eventually provide useful mobile coverage across the Islands, particularly in Camp, but it is not a direct substitute for a conventional terrestrial mobile network or fixed telephone service in Stanley. Buildings, indoor coverage (a key issue in the Falklands), capacity and the much lower power of a normal mobile handset all impose practical limitations. Stanley will therefore still need robust terrestrial telecommunications infrastructure even as satellite technology becomes increasingly capable.
5. Businesses and Public Services Could Become Increasingly Constrained
A modern telecommunications network is about much more than household download speeds. Businesses increasingly depend upon cloud applications, remote working, video conferencing, off-site backup and the ability to transfer substantial amounts of data in both directions. Government, healthcare and education are becoming increasingly dependent upon digital services.
Upload capacity (only 1Mbit/sec in the Falklands) and reliability can be every bit as important as headline download speed. A modern fibre network would provide an infrastructure capable of supporting progressively higher capacities for decades. It could also provide the platform for future fixed telephone services delivered via VoIP.
That does not mean every household in Stanley needs gigabit broadband today. The argument for replacing ageing infrastructure should not depend upon persuading people that they need enormous broadband speeds. The stronger argument is that Stanley needs fixed communications infrastructure capable of supporting whatever households, businesses and public services require over the next twenty years.
6. Delaying Replacement Does Not Make the Cost Disappear
Perhaps the easiest option is simply to keep the existing network running for as long as possible. But postponing replacement does not eliminate its eventual cost. It merely postpones it.
Meanwhile, money continues to be spent maintaining ageing infrastructure, while the customer base supporting that infrastructure could continue shrinking. Eventually, replacement becomes unavoidable. The danger is that waiting too long could leave the Falklands with fewer choices.
Planning a replacement while the existing network remains operational provides time to examine technology, ownership, financing, competition, resilience and the migration from POTS to VoIP. Waiting until equipment is unsupported, maintenance becomes uneconomic, or reliability begins deteriorating materially creates a very different situation.
A planned infrastructure transition can become an urgent replacement programme. And urgency rarely improves either negotiating power or value for money.
The Bigger Question
Put these consequences together, and the issue looks rather different. This is not fundamentally a debate about whether 15 Mbit/s broadband is fast enough.
Nor is it simply an argument for fibre because fibre is newer technology. It is about whether Stanley has a credible replacement strategy for two ageing systems: its fixed broadband network and its traditional telephone network.
That leads to a much more important question: What infrastructure is expected to provide Stanley’s fixed broadband and telephone services for the next twenty years, who will own it, who will pay for it, and when will the transition begin?
The answer should also explain how POTS will eventually be retired, how VoIP will replace it without reducing resilience, and whether any new infrastructure will be designed around Stanley’s long-term telecommunications needs rather than simply recreating today’s arrangements using newer technology. Whatever emerges from the current telecommunications review, these questions deserve clear answers.
Because not upgrading Stanley’s network does not preserve the status quo indefinitely. It simply postpones the point at which MLAs and FIG will have to decide what replaces it — potentially until the choices are fewer, the need is greater, and the transition is far more expensive.

Yes, the old POTS approach, is simple. But it is going to be very costly to try to keep. Going VOIP (with fibre cables) with small home & business UPS power back-up is far safer.
